Quarry Rock's New Entrance: How to Walk the Cove While the Panorama Drive Trailhead Is Rebuilt

The first stretch of the walk to Quarry Rock starts off Panorama Drive on a narrow gravel path, then climbs a series of wooden staircases between 0.9 and 1.2 meters wide. Those stairs were last replaced in 2002. According to the District of North Vancouver, more than 300,000 visitors a year come through that entrance on their way to the viewpoint over Indian Arm.

On a busy afternoon, the jam at the bottom of the trail comes from that width. A staircase three to four feet wide can't comfortably carry people going up and people coming down at the same time, and the District's own report to Council says so. The current stairs "can no longer accommodate the capacity required to support two-way movement of pedestrian traffic."

This fall's rebuild fixes that by splitting the walk in two. It also means that for most of November, the Cove's most-used trail has a different front door.

The stairs set the pace for the whole hike

The August 5, 2026 information report to Council from DNV Parks Capital Projects sets out the problem plainly. The stairs at the Panorama Drive entrance are more than 24 years old and have reached the end of their service life, and the retaining walls and handrails along them are in poor condition.

The District can't simply widen the path. The report describes the terrain as narrow and tree-dense, and says widening the existing route is difficult because of tree root conflicts. The site also has narrow access, height restrictions and limited space between District land and the neighboring private property.

Since one wider path won't fit, the District is building two. The plan adds a separate "up-route" and "down-route," so people heading for the viewpoint and people coming back from it no longer share the same staircase. For anyone who has stood aside on a landing waiting for a group to pass, the new entrance should feel very different, even though Quarry Rock itself stays the same.

What's being built at Panorama Drive

The report lists the full scope. Along with the new stairs, the District is replacing:

  • the timber staircase, rebuilt in basalt rock
  • retaining walls and trail structures
  • drainage infrastructure
  • signage and garbage bins
  • fencing
  • the asphalt driveway at the trailhead

The basalt matters for the long term. The timber stairs being torn out lasted from 2002 to 2026. Stone steps on a trail this busy are a different kind of asset, and the District frames the project as a way to reduce pedestrian congestion at the trailhead and to replace aging infrastructure.

Walking to Quarry Rock while the work is underway

The August report gave a construction window of 12 to 14 weeks starting in September 2026, with the entrance and staircase planned to reopen in early December. That makes November the heart of the work period. Construction schedules shift with weather and site conditions, so check the District's website at dnv.org before heading out.

The District planned these impacts around the Panorama Drive entrance:

  • temporary trail closures during key parts of the staircase and paving work, starting in late September
  • temporary no-parking zones along Panorama Drive
  • equipment, materials and crews staged on site and along Panorama Drive
  • intermittent single-lane alternating traffic while materials and machinery move in and out

On closure days there's no pedestrian detour at Panorama Drive. The District named one alternative: the Baden Powell trailhead off Indian River Drive. The new up-route and down-route can also act as a pedestrian bypass during parts of the construction.

The Indian River Drive approach is a short walk. AllTrails lists the Quarry Rock route from Indian River Drive at about 1.6 kilometers round trip, with 78 meters of elevation gain and an estimated 30 minutes to an hour on foot. The same page warns that roadside parking near the neighborhood access points can fill quickly. That entrance is on residential streets, so walking or cycling there, or coming at a quieter hour, will spare you a hunt for parking and spare the people who live there.

The waterfront end of the park is a work zone too

The trailhead isn't the only District project in the Cove this fall. Down by the water, the District is rebuilding the Deep Cove picnic shelter. The old shelter was damaged by a fallen tree and removed in fall 2025.

Here are both projects side by side:

Project Where Start Planned duration Impacts the District listed
Baden Powell entrance and stair renewal Panorama Drive trailhead September 2026 12 to 14 weeks, reopening planned for early December Temporary trail closures, no parking on Panorama Drive, single-lane alternating traffic
Deep Cove picnic shelter replacement Deep Cove Park, by Rockcliff Road Tuesday, October 13, 2026 About four to six weeks Shelter and surrounding area closed, temporary parking restrictions on Rockcliff Road, construction noise

Counting from the October 13 start, four to six weeks puts the District's estimated finish for the shelter between about November 10 and November 24. If it holds, the Cove gets its picnic shelter back shortly before the trailhead is due to reopen.

Parking around the village has been on the District's agenda all year. In May 2026, Council received a public information report titled "2026 Deep Cove On-Street Parking Refinements." With the Panorama Drive and Rockcliff Road restrictions now in place for construction, posted signs on the day of your visit are the rules to follow.

Where the Cove's November moves to

With both ends of the park under construction, the rest of the village takes on more of the month: the water, Gallant Avenue and the theatre.

On the water. Deep Cove Kayak's site says it is closed for regular rentals, with winter tours available. Its Winter Explorer Tour costs $89 plus GST per person and is open to paddlers 12 and older. The tour page lists the season as November to April. The operator's hours page says that after Thanksgiving, rental availability depends on the weather, so call ahead. Bookings and inquiries go to 604.929.2268.

At dinner. If you haven't been back to the old Raven Pub space in a while, it has a new tenant. The North Shore News reported in December 2025 that Il Corvo, a family-style Italian restaurant, had taken over the former pub location. The name means "the raven" in Italian, and the owners described a focus on fresh, simple ingredients and share plates. Hours can change by season, so check with the restaurant before you go.

At the theatre. The Deep Cove Shaw Theatre at 4360 Gallant Avenue has a full calendar for the rest of the year. First Impressions Theatre is staging a Norm Foster comedy set in Lunenburg, directed by Claude A. Giroux, from November 12 to 28, 2026. BroadwayWorld's listing puts tickets at $19 to $35.

The Deep Cove Stage Society follows in December with A Christmas Story. Evening shows start at 7:30 p.m. on December 16 to 18, 22 to 23, 27, and 29 to 31. Matinees start at 2 p.m. on December 19, 20, 26 and 27. The December run starts after the planned trailhead reopening, so a matinee and a first climb up the new basalt stairs could fit into the same Saturday.

What changes when the entrance reopens

Once the work wraps up, the walk will begin differently. You'll go up one route and come down another, on stone steps instead of the timber ones in place since 2002. The trailhead will have new signage, drainage, fencing and paving. The rebuild targets the point where the District says the crowding happens, the narrow first section at Panorama Drive, which more than 300,000 visitors a year pass through.

Our office is in Deep Cove, and we follow District projects like this one because they shape everyday life on the streets around Panorama Drive and Rockcliff Road. If you live near the trailhead and want to talk through how park work, parking changes or the reopened entrance might affect your street, Patricia Houlihan PREC is around the corner.
